Mr. Chua Kuan Seah is the Deputy Chief Executive (Development) of the Cyber Security Agency of Singapore, where he leads the effort in master-planning, capability development, and research of cybersecurity at the national level. He is also the Deputy Commissioner of Cybersecurity, where he assists the Commissioner in investigating cyber threats and incidents to ensure that essential services are not disrupted in the event of a cyber-attack. Prior to this, he was the Senior Director of the Information Division and concurrently the Chief Digital Officer in DSO National Laboratories in the Ministry of Defence.
As Senior Director of the Information Division, he leads the team in capability areas, including cybersecurity, operations research, crypto, artificial intelligence & data analytics across diverse domains, from sensemaking, cyber, social media to robotics. As Chief Digital Officer, he leads the digitalization efforts in DSO and is responsible for the governance, plans, and delivery of digital products and policies.
Kuan Seah has over 20 years of extensive experience in the field of technology and cybersecurity. He is well respected by cybersecurity professionals both in the private and public sectors and has won reputable awards for innovations and outstanding work done. Under his leadership, his team has delivered many innovative solutions that were well-recognized by MINDEF and was awarded the prestigious Defense Technology Prize.
Kuan Seah has a Master’s degree in Electrical Engineering from the National University of Singapore and completed the Stanford Executive Program at Stanford University, USA.
